The manga will definitely end with them together, that much is certain. It's obvious that she has feelings for him, but it won't happen for a while since
-She's still in HS, but she's currently in her last year.
-He's still grieving his wife
-Tsugumi is still too young for a new mother figure to swoop in. She won't understand yet.

I feel like they'll get together once Tsugumi reaches middle school since both her and Kotori will be older at this point.
