Accel not being serious is sort of the point. If Accel she had been able to put up a fight then her ego wouldn't have been destroyed by the power gap. She was technically more fragile than normal due to what had previously just happened but it was merely rage/anger at that point and it was the fact that she was pathetically weak in comparison that pushed her over that edge. She is overly secure in her place among the strongest and accel threatened/broke that idea.

Then those times she does help out, usually she's just 1 out of several other people involved with Touma helping him out in said arc, so it wasn't really that "special". And after that, usually Mikoto would also be set aside for other/new characters for Kamachi to cycle around before she would be brought back again later.

But these last few volumes... she's been given quite a lot of focus and interest. Ever since the HP incident, Mikoto has been consistently involved in the novels,
Kamachi's still bringing in new characters who are supposedly the focus, but Mikoto hasn't been shifted away as she usually would be by now. Hell, Mikoto has actually stolen the spotlight for them either in the middle or by the end of the volume.
