It's not that, it's the fact that his head was blown to pieces, and vampires can't live without that. If it's severed that's fine, but DIO's was blown to pieces. Even then I think they said his body would continue to regenerate until they exposed it to sunlight.

Over the course of the fight, Star Platinum always keeps beating The World every time they trade blows directly, hence why DIO keeps his distance for most of it. The World is strong, but it's a glass cannon. It gets the worse of the trade when compared to Star Platinum.
Jotaro beat DIO when he countered the Road Roller, stopped time and crushed his legs. That's where DIO lost. The final punch is a punctuation of said defeat. It's like in a Western movie when the main hero defeats the villain in the shoot-out, the villain falls over, says his last words, and then gets a final shot in the face. Jotaro stopping time and crushing DIO's legs is the victory shot. The leg punch is the finishing blow.
DIO put all his strength left into one last kick and Jotaro hit him directly in the leg (a spot that kept getting damaged in the fight).
DIO could have survived it, but since it was The World, his very fighting spirit had been shattered, and thus, he was destroyed as well.

The author tries to rationalize DIO into some insane, sympathetic character who was dealt the wrong cards in life. At least that's the basis, from there it just goes downhill.

Some parts of it are kinda cool like his thoughts on some of the stand users he sends after Jotaro like Tohth but for every decent headcanon you have twenty more examples of cringeworthy fanfiction bullshit that completely misses the point of Dio's character.

In sum I think people exaggerate how bad it is because frankly I just don't love Dio as some do, but it must be insulting to huge Dio fans to have their character reduced to the bullshit he is in Over Heaven. Read it, but be aware it's a very bad analysis and interpretation of the character.
