And as the series established early on, they don't really have anywhere else to go as organizations all over the world are happy to kidnap and dissect even level 0s to try to reverse engineer what academy city did.

The real question is why their parents basically gave them all up and sent them there.

The amusing part is that most of the main characters live there and slowly come to understand that they live in a pretty evil place, but have no choice but to keep fighting against the outside forces that keep trying to destroy the only home they've got.

Humor me here; if Blood Sign gets adapted and ends up being a big hit and is almost Index level popularity, the same thing will happen in that story. Index's decline has been both natural and ugly, nonetheless. You can minimize the sales decrease, maybe by 20k more at most, if the quality was up to the level people expected, but not enough.

The series has no way to bring in new people now and most people, even those that do nothing but sit on their ass all day, will want to go through 40+ volumes. That's why an adaptation is the only hope for the series to get back up. The quality of the writing is minimal in the grand scheme of sales.

Mahouka has pages of explanation for mechanics that don't translate well to something interesting to watch. They're more "under the hood" if you will. The Blood Sign summoning method has a lot more going on that would help hold attention, the hardest part would be getting the visual direction right to keep the extreme billiards from getting too difficult to follow. Plus, the blood sign method only really needs to be explained once, while if what I know of Mahouka is right it had more mechanics and explanations throughout the series.
