It's harem shit. It follows the exact same formula of all other magic battle school harems.

1. Introduce main girl and secondary girl.
2. MC solves a problem of some sort, impresses main girl, she follows him around from now on.
3. Introduce a new girl with a new problem. Focus on new girl/problem for that arc, conclude with MC saving the day
4. Introduce more girls/problems, 1 per arc. Previous girls stick around, but don't have much focus on them (save for main girl).
5. Repeat until you run out of harem girl archetypes.
6. From now on, you introduce a secret problem that existing girls have been hiding from the MC. MC discovers it and solves it. 1 per arc.
7. Repeat until sales drop, end the series.

Whether the harem girls show any supposed "romantic interest" is irrelevant. Romantic development is banned in these types of series except for the main girl anyway, so it doesn't actually matter. The more important point is that they hang around the MC and have small interactions here and there so that the fanbase is pleased that their favorite archetype got some screen time.

The anime already showed 3 girls liking MC. The LN make this more obvious and is expanding the girls that the MC meets. Read the LN and shut the fuck up.

Christ, can you rationalize any harder? First, the whole implied sex scenee supposedly happened in volume 9, which is far off and it's still unproven since no one wants to confirm. Ikki and Stella were already an official couple long before that volume 9 came out and that didn't change how the other girls feel, so sex or not shouldn't change a thing. Harems like Rakudai typically maintas the other heroines retaining their feelings indefinitely to keep girls pure and sincere. It's just like Sword Art Online or Monogatari.
