The underlying message isn't really complicated, but the entire show has incredible depth with every little thing that's crammed into it. Kind of like realizing that even the folk song in the Cow episode of Utena had meaning. The show probably means what you think it means and Ikuhara wouldn't have it any other way.

Utena, Mawaru, Yurikuma all ended with the protagonist leaving some institution or something leaving the antagonist in some kind of endless childish game that serves only to satisfy their vanity.
