This all has to do with the fact that Gohan just isn't interesting enough as a character to be the lead, especially after Cell arc. Adult Gohan is boring as fuck and not as interesting as he was when he was a kid in the Freeza arc.

And yes, there was a fan demand element to Gohan not being the crown victor of the Buu saga.
