The city makes no sense in Evangelion. When Shinji arrives to the underground in episode one, he rides a cable car past a city hanging upside down, above the nerv pyramid. But he was just in the city above, and it was raised up because the Angel was attacking.
A similar thing occurs with the drill angel, who literally drills through the city and the drill comes out in another city.
That means that there is a perpetual hanging city, for some reason.

A really easy justification for this which actually kind of makes sense is that the "hanging city" you see always has to be there since it might just be shells that are meant to protect the buildings while retracted.
Wait a minute, they are in the skyscraper in this scene. They're above the pyramid standing on a glass floor, which means they are on the top/bottom of the skyscraper, which is made of glass, that's the only way this room makes sense.

Could be. I don't think there is ever a shot where the hanging city isn't there, but now I can see that people do use those buildings, in the upside down state. But why build them upside down? Why not just build boxes.

I think it makes sense in some convoluted way now that I've seen that glass floor thing. Every time I make this thread, I get a bit closer to figuring it out.
Maybe the two scenes were made by different animation teams? Old anime is full of mistakes like that, simply because people who made it didn't have internet. I mean, look at Asuka's boob size changing in every scene.
