It is definitely not as tolerant as the West and people are more hush hush about their orientation, especially if they're from a small city, but you can also find flourishing gay bars in Russia. It's just that media are very silent on the whole thing.

My guess as to why companies focus so much on the US is that there are so many anime conventions and stuff like that here and so they see the US as a massive market that needs to be flooded with things. Also localizers now are getting the distribution rights to anime as they are announced in Japan and not waiting to see if it's successful or not. Look at how quick the YOI dub is being turned out. Especially when before it would be years between a show coming out in Japan then a company deciding to pick it up. How quickly are companies picking shows up in European countries?
