Then you have anime. It really is as simple as that. So yes, if you consider that WWII example animation then it is, in fact, an anime.

This is actually interesting to argue about.
Is it an anime if an American on vacation in Japan makes an animation?
Or does it require being culturally Japanese?
Is it anime if a Japanese on vacation in America makes an animation?

I don't think the location it's made is what counts, but it also has to count. The culture of the people making it may be more important.
If it's aimed at Japanese, made by an American in Japan, is it anime then? What if they work together with a Japanese, but they take a leading position and the Japanese only helps?
It's hard to draw a line for when something becomes an anime.

Oh, and that was just defining "Japanese". There's also defining "animation", which can also be tricky. Is it all animation? Just animation intended to be seen on its own? Can cutscenes in video games be considered anime? Is there a difference between carefully animated from scratch, and sprites with speech bubbles? Are both anime? Or does it have to be a standalone medium, not attached to other media? What if a Japanese person takes sprites from a video game and makes a new story, where the animation consists of moving the sprites around?
