I really don't think Ougi existing validates your opinion on this, Ougi was a combination of extremely powerful things, Shinbou + Seishirou + Devil Arm, which, all together, seems like they WOULD be able to open a pocket dimension and create Ougi.

And why exactly does him being able to use that weird power = one single vampire ability being at full power while the rest are extremely weak? You'd think if that was the case, he wouldn't need Shinobu to suck his blood every time he needs to have any semblance of his old power, and even then, it's still weak as fuck compared to how it was.
