Read the interviews. Nihei himself stated that there is no real meaning to Blame! He came up with the story as the manga progressed, and only cared about drawing cool architecture and classy characters.
There is nothing wrong with that, and I absolutely love Blame! myself. But people really give him too much credit for Blame! and then are upset when he tries to write a story with an actual plot and a solid setting.

Interpretations of audience can be seen as equal to the intentions of the author and author can also be ignored.
A piece of fiction always creates interpretations and they vary from person to person.
Nihei might have winged it all with Blame! but that doesn't necessarily devalue different readings of it. Feelings and interpretations evoked by art are what makes it meaningful.

"They made it up as they went along" is not a codified term for 'bad'. Nor is it necessarily *true* that they do/did that. If you have actually read Nihei's comments over the years, you should know that he contradicts himself (read: lies) at virtually any given juncture. First he claimed that the bears had no significance. Then he said that they meant something, but he wouldn't tell anyone. Then he insisted that they had no significance again. He did the same thing with Abara's setting, before eventually caving. He claimed that he hadn't drawn the elevator girl from Blame in over a decade and that he had no idea who she was, despite having actually drawn her only five years prior (and with clear indication that he knew who she was) of that statement.

Under no circumstances should you ever trust anything that Nihei says, unless it is written in a published work. Those are the only comments that he has yet to contradict, so presumably he intends for those things to remain that way.

I really liked this one-shot, especially since I don't see to much anime/manga set in a snowy setting.

And as anons have pointed out it seems like he's really going for a Moebius look now with his new artstyle, and the OP confirms it.

I personally am interested in how this will turn out, Nihei makes some really interesting settings, and the lore he comes up with is some of the most unique I've ever experienced in this medium.

And I don't think this setting will allow for him to create another Sidonia situation where halfway it turned into a harem/sci-fi shounen.
