Both the latter movies weren't as good in terms of mech action as the first movie.
The latter 2 were more about the story that doesn't involve the labors and when they do appear, it's only for a while.
The first had a story actually about labors and lots more action involving them as well.

You can watch either OVA 1, TV or movies independently. OVA 1 and TV are two different starts to the series and movies can be watched even if you don't know the characters, just start with the first.

The first two Patlabor movies are one of the best anime out there, so watch them. Third isn't too bad either.
