Zamasu's power is enough to spar with a SS2 Goku 3 years after undergoing the SSG ritual. Therefore, he's comparable to the Super Saiyan God. Zamasu should easily be able to wipe out Buu with a large enough Ki blast, but even besides that, Majins can be beaten badly enough to make their regeneration fail, as see in Super Buuhan vs Vegito and Buu vs Beerus. So yes, Zamasu can certainly kill Buu.

If anything immortality actually made him weaker by dulling his fighting instincts since he doesn't need to worry about getting hit.
