Oh yeah, the mystery was better in Restart, and it was fairly easy to solve in Limited, but by no means it was bad, also yeah, it was a complete city + the magical girls, which in terms of lives is pretty damn high, specially for the girls living there and it was to show how fucked up LoM really was.
I fairly liked the fights in Limited since they were more of a central point than in Restart where the fights are the result of the conflict while in Limited it was like they conflict itself, that and the characters were pretty good too, sure, they weren't as amazing as the Restart cast but they were good noneless and some of them pretty memorable like Wedin, Pukin, Pythie and Mana.

The thing is, the atmosphere of 3 isn't a deathmatch, its more of a spy thriller/24-esque atmospher, it finally branched away from the deathmatch. Havnig a city destroyed and literally every character, including named ones die are fairly high stakes, higher than previous volumes at least, since not only named characters were in danger. You'll have to give some examples of what you find an asspully use of an ability, since that's subjective and I can't argue that point without some examples. Likability is also subjective so I cared about the Vol 3 cast and you may have not, and for mystery I'd say you're right about Restart having a better in volume mystery, but Limited finally gave us insight into LOM and seems to connect to a larger plot, plus it introduced Pythie, who is a good greater scope villain and Pukin was a good in-arc villain
