Today I looked back at the Part 3 anime with fondness.
Part 3 used to be my least favorite part by far, partly because of the extremely low quality scans at the time but also because the format didn't lend itself well with manga.
I think they adapted part 3 really really well, it had just the right tone and feel. The DIO battle could have been handled better but the journey itself was amazing in my opinion. Really made me look at it in another light.

Isn't all the arguing about part 6's popularity or lack thereof kind of irrelevant? The popularity of the manga doesn't equal the popularity of the anime.

Take 3 for example, it's clearly the most iconic and well-known part (probably the most-loved too) but it didn't sell as well as parts 1-2, which were never as popular as mangas and even though the anime had a much lower budget and fewer episodes.
