Nah, fuck Fuyuzora. I understand what you mean in a harem manga the only way another character gets an arc is if they fall for the main guy.
Sometimes if the manga lasts long enough the author lets side characters have a chapter to themselves eg Nisekoi Ruri and Shu get arcs.

I kind of doubt she'd get an arc. She seems more like she's being set up as a counterpart to that one guy Kogarashi's friends with. Making one guy and one girl who are just normal school friends of Kogarashi and company, and relatively uninvolved in the supernatural stuff.
Which also means she's a minor enough character that she's unlikely to get her own arc.

I'd want to say that the manga is far enough removed from reality that the author would be willing to do a harem end. It's brought up fairly often in the manga (or at least buy oboro).
Either way the author has a lot of time to choose what he wants, wsj hasn't had a good ecchi harem manga hit in a while so Yuragi is here to stay.

Probably not for a while if the series continues to be popular. Those are the two big question marks of the series, and some of the best sources of possible story material. He's not going to want to explore either one too quickly or he'd be left with slice of life material, and stalling the nominal plot of Yuuna passing on peacefully.
