Basically. She's supposedly the female lead yet has the least screentime out of the girls. On top of that, Koyomi has the best interactions with Hanekawa/Shinobu/Kanbaru/Hachikuji.

What I think happened is that Nisio wasn't planning on anything beyond Bake and wrote himself into a corner by putting her into a "normal" position when 99% of the series is about supernatural stuff, not to mention he created the relationship to then push the harem stuff because what turns Araragi on is the temptation, but knowing he won't do anything.

So there is almost zero reason for her to show up now, she's just a plot device to prevent Araragi from fucking everyone.

Fucking excuse me? She was never a yandere. Not even close. In the beginning the point was that she seemed like a tsundere for the sake of it, but then it turns out her behaviour is caused by actually serious events in her past. No yandere whatsoever.

That alone is enough character development to warrant someone to like her and, in all honesty, giving her any more screentime afterwards only detracts from the original story.
