Using the command seals doesn't dissolve the contract unless you use one to do so. Servants could essentially keep their masters as mana pumps after the seals are all used up.

Rider just sucks blood in normal situations because she likes it, not because she needs mana.

Normal magi would be severely hampered without the discount the grail gives them during the war, but Sakura isn't because she has an (uncontrollable) amount of mana collecting in her body at all times in HF True by a phenomenon neither Rin nor her entirely understand. The reason why is ignored because it's useful.
