I would be Reinhard's friend pre-Oberstein, but definitely not afterwards; Reinhard, although not inherently evil, waivers in his morals and general decision making noticeably more post-Westerland than he ever did beforehand.

An example of Reinhard's change in character can clearly be seen pre-Westerland, where Reinhard organized a POW exchange, but post-Westerland where he appoints Truniht a position in Reuntal's interim government. Just in general there is a decay in Reinhard's decision making after Kircheis' death which makes him a less competent leader, and even more so given his frequent fevers.
