Nah, it’s a person.

The boat in Cocona's dream represents the inexorable path of sexual development that she finds herself on. She's at the complete mercy of the current in dangerous waters, without a paddle. She's not even in ostensible control of the boat, and has no option but to question the mysterious woman at the bow. The woman, appearing older than Cocona, just smiles and welcomes her into womanhood, knowing that every girl must face these challenges for herself.

Later we see Cocona farther downstream, alone this time, on a larger vessel. Her sexual experience has expanded through her adventures with Papika, she understands that changes are happening and there is no longer any mortal fear of going overboard. However, lost innocence has only further isolated her from the adults in her life, who no longer treat her as a girl, but whom Cocona can not relate her feelings too. Towards the end of this sequence Cocona gazes up at a large tree on the shore, who's trunk has formed something of a cage. For the first time, Cocona is seeing into the hidden urges within all adults and understands that those same feelings are beginning to warp her own trunk.
