Footwork is one of two foundations in sword-fighting, whether it's fencing or kendo.
So, in theory, one is running and the other is trying to keep up with them as they attempt to kite each other.
However, this never happens in fights, and if it did it was stupid. Most of the footwork will be radial around one participant or the other, not lateral.

What OP describes, the thing where they cross swords and then after a few moments pause one swordsman will fall, the shittalking, etc

It doesn't have to be practical, it just has to look cool and look proficient by the in-universe standards.
I'll take anything over the master swordsman only winning because nobody tries to defend themselves because that's expensive to animate.
