Zepar himself wanted a king without thinking of a cyclical process and one of the djinns was just afraid that things will go to ruin if they lost their leader. They agreed to a cyclical system where one king replaces another because of human lifespans. They didn't agree specifically because it's a cyclical system, they just wanted a leader. Whether it's in a cyclical manner or an everlasting one (which was what they wanted for Solomon).
