The function of a guild has sorta broken down as time goes on. Originally, you join a guild and take jobs, like defeating a Yeti monster in the mountains or retrieving a book from a wealthy man's collection, remember? People sought out the guild with jobs, the guild probably gets a percentage, and they post the jobs publicly. This is very much a staple fantasy system. Having weaker members wasn't an issue, because they would be doing the lower ranked jobs. Gray, Lucy, and Natsu were not supposed to be the top dogs within this guild, although Natsu was strong enough that his moniker of "the salamander" was used by an imposter, then never relevant again.

Lucy should have been a contender from the get go. Every summoner they come across uses one of the zodiacs, even though in the beginning she buys Plue and the Clock. Okay that's a lie a small handful of others have appeared, but still. She started with two Zodiacs, Taurus and Aquarius. No spirits other than Zodiacs can pose a threat, and Lucy owned two from the beginning. Aside from Lucy being inexperienced, she would have definitely been accepted to any guild she applied for.

Many things about this series just don't add up. Why did the Phantom Lord guild have to have an all out attack against Fairy Tail if there was a yearly competition to see who the strongest guild was? Why does Wendy get her hair cut short, then have it grow back out next chapter? Why doesn't the story really make sense? Because the series doesn't need to be good to be popular anymore.

Phantom Lord went after the guild because they were hired to retrieve Lucy, they went all out because they have a rivalry with FT and are just dicks
