I firmly believe Vegeta's Final Flash was just as strong as Goku's instant transmission kamehameha. Vegeta could have KOed Cell if he aimed a bit lower.

So let's say Beerus actually pushed Vegeta further enough and got him pissed off more than he was during the cruise scene where Bulma got smacked. Would he have became a SSJ3 or something entirely else? I think it was a bit of a wasted opportunity.

Larger blasts are harder to aim
Thats why the kamehame ha has a beam propelled sphere. The sphere means a larger hit box, but the beam is smaller and more controlled.
Final flash is literally taking energy from all around you and funnelling it directly forward.
Not to mention final flash is an expanding beam, so a low shot would have devestating effects on the planet.
If everyone else was dead, it would have been worth it, but they still had fighters waiting.
