I seem to recall a series that specifically addresses the issue -- can't recall for sure and no time to double check, but I think it's this.

First generation kemonomimi have two sets of ears, as they're derived from already developed humans. Subsequent generations only have one set of animal ears.

This fox canonically had two sets of ears, and had to use the human ones when making a telephone call.
