My assumption was that it was visual exaggeration like everything else in monogatari. Their school doesn't really have eight hundred fucking floors or whatever, but they want to give you a sense that the roof is high up, so when they pan up to it they zoom past an absurd number of floors. The number isn't important; what is important is that There Are A Lot Of Floors. Hanekawa's panties aren't actually super lewd lingerie, but to Araragi, seeing her panties is the sexiest thing imaginable, so as the viewers, we're granted a view of absurdly sexual panties in an attempt to communicate how Araragi feels upon seeing them.
