Writing a female character should be no different than writing a male character. Give them a goal and a means to reach that goal. Along the way they need to surmount an obstacle and grow as a person. They should have both likable and unlikable traits to feed layered.
People didn't like Rey from TFA because she was too perfect. She had no negative traits. The plot just fell into her lap.
Chihiro was such a great character because she wasn't very likable at first. She had to change her selfishness to break the curse. You don't get that in anime or Hollywood movies now.
