Then Miyuki allows for Honoka to pursue Tatsuya, which she does in the latest volume with a skimpy swimsuit.

Then Miyuki still needs to resort to attempting and failing to kiss tatsuya when the man is not even conscience

All this, and the story is still not over, the two have not consumated, the engagement is part of manipulation storyline that still is ongoing and Miyuki, for all her jealosy still allows Honoka to flirt with Tatsuya for whatever reason.

They will stay together even if they don't get married. All the pointless drama with love interests is to keep sales high and the political turmoil build up which was almost forgotten is now starting to become the center again. Hopefully the drama will be dealt with next volume and the unrest start. The way things are going it seems like there will be international conflict which might also fragment the Japanese magic community even more.
