Part 3 was over-the-top and full of exotic locations. Nips didn't find the slice-of-life setting "bizarre" enough. Also, the stands were a novelty on part 3 so Araki could get away with showing a boss per arc, the travel always gave a feeling of getting closer to retribution. There's nothing similar on part 4

Italians like it cuz its takes place in Italy and most of the characters are italian, its pretty much SDC 2 with more action and plot, another thing would be that the japs and europeans dont have shitty translations or scans like us
