Asuka really is the tallest KyoAni girl then, she's even 1cm taller than the 24 y/o Izumi Nase from KnK. In contrast, Akkey's mom is only 160cm tall.

Also, Ai likely has the same chest measurement as Shinka, because hers is slightly bigger than Mitsuki based from official arts. That's some considerable puff:height ratio.

And yes, only KyoAni maintains these official measurements on their sites. Publishers of Amagi/Hyouka etc didn't put any personal profiles.

It's as you said, Ribbon looks quite childish. Personally I think in addition to that, Natsuki also looks more mature/womanly than some of the other characters, so Ribbon's childish design is even more apparent when interacting with her.

Plus she also tends to act quite childish at times, like adoring Kaori, etc. We're starting to see her acting more mature in S2, but I feel like there's still always a somewhat childish undertone to it.
