To be clear here. Hina left him and they broke up and after the disaster where they met back up on the trip, she hasn't even shown up again in the manga at all.

After everything with Rui's dad and getting closer to Rui, they accidentally meet back up with Hina during the trip. It doesn't end well in general, but Natsuo ends up pushing Rui away while Alex starts making moves on her again.

Natsuo ends up getting involved with another older woman's problems and there's stuff with the younger guy who likes Momo and the girl who likes sensei realizing she'll never get him to see her as a woman.

In recent chapters, Natsuo and Rui were going to do it again but got cockblocked by a storm, at which point Alex asked Natsuo to fuck off so he could make a move on Rui in their house and Natsuo actually did it. Which unsurprisingly led Rui to think the doesn't give a fuck about her.

So Alex starts getting closer to Rui while Natsuo stews and in the latest chapter when he gets naked time with Momo, he finally figures out his feelings for Rui.

Not yet but considering how the latest chapter went I'm pretty sure that just when Natsuo realised his feelings Rui's gonna tell him she accepted to go out with blondie before he can put a word in. Not that it changes anything regarding a Rui/Natsuo endgame though.
