Yes, I agree. To be honest, I didn't expect any romance at all, especially with Hina, since she was shown to be very child-like and more like a sister to Rei. But I think the way Umino did the bullying arc and all the stuff that happened after made it feel like it would be understandable that Rei started to like her. Not only because he thinks she's cute or he wants to protect her, but also that he respects her strength and the way she dealt with the bullying stuff.
