If the person is running fast enough, lowering the center of gravity and the head will help and pulling your arms back will help from an aerodynamic standpoint
It's technically possible because they're ninjas and they're a lot faster than real humans
If they tried to run like real people do they'd slow down a lot because of wind resistance all over a much bigger

When you have chakra enhanced speed, the drag reduction is noticeable. Almost everyone in the series can move at speeds surpassing 100km/h, which would make normal running inefficient, and also eliminates the problem of falling on your face as you would running this way at slower speeds.

For a normal human, no it would not work, but for naruto shinobi(who are actually just wizards) who can augment their speed, it is beneficial.
