Cell exterminating the human race would have been natural. A cat killing a mouse is natural and has reasons. Not everything is supposed to be on the mice's side only because they are cute, have families too etc. Even if they all disappeared, Nature would find a way without them, like it always does. But what Trunks did is another problem. It's interfering with Nature only because you have a very limited picture of the real effects of your actions. Gods can see everything, and Cell's actions are to be seen on a much wider scale. And to start with, WHY should Earth only be allowed to play with time and arrange things the way they want?

Even if he had completed those without aliens ever showing up on the planet, all that would have happened is that Humanity would have gone extinct and Cell would have been stuck on this planet wondering what the fuck to do next since without a spacecraft, it'll take him a very long time to reach anywhere in space with life.

Even if Cell did make it somewhere, he still is much lower on threat record than Majin Buu and he might even get beaten by Dabura.

To be perfectly fair, what Trunks did wasn't time travel but rather interdimensional travel and thus he cannot arrange things the way he wants as it is not true time travel.

The only way he could do so is dump his own reality, pick a new one and work it right from the scratch in order to make sure it's the perfect place for him and then drag the people who matter to him into that reality.

However, considering that Buu did succesfully pierce dimensional barriers with his screams by breaking away from hyperobolic time chamber, it's not as if they'd be safe from all threats in that dimension either as it's highly unlikely that humanity has a monopoly on the method of crossing the boundaries between different timelines.
