To be perfectly fair, Lelouche's motivations were completely idiotic.
He literally wanted to ruin an entire country because he hated his dad.
Then again, that country welcomed the idea of culling the weak from their numbers through conflict, so him challenging their rule was perfectly acceptable from their standpoint since it got rid of incompetent and weak rulers and only left those with the necessary attributes to survive or none at all.
