Its called a Predestined Paradox. Basically he exists because he always existed regardless of the past. Because the events of time travel created his existence in the first place, and seeing as how he does exist, things that happen in the past can't prevent him from existence, nothing can prevent him from ever existing.

As for why they didn't do that, likely because the Unseen and Cell Timelines are largely irrelevant anymore, and Goku likely wouldn't really have an excuse to ever see Zamasu without Trunks traveling back in the first place, until the Multiverse Tournament and even if that happened, they might have all died to Buu seeing as how there were no Cell Games in the Unseen Timeline, therefore Goku never died and never learned of SSJ3 and Fusion.
