I don't think that's true outside of the war itself. Sakura was specifically left pretty untrained and unknowledgeable, he just wanted her to be a vessel as a competing false/alternate grail. But that use is special purpose, without the ritual and heroic spirits to fill her she wouldn't actually serve any purpose, he could threaten to kill her I guess but Rin is too much of a first class magus for that to work. The circumstances that led to him deciding to activate her, her doing so, him getting rekt/awakened and her ultimate defeat were pretty specific to HF.
