Why is their medical technology so lagging compared to other areas is another question. But I guess they were just such a militarized world they pooled everything into weaponry. I think what determines if something is a 'mecha' is how essential are the mecha aspects to the plot. If you remove them, how much would the story change? I think the story in CG wouldn't change much if mecha was removed. Kallen would just be a ninja and Suzaku would spinkick a lot more.
