Every character has their flaws. She is no exception. She doesn't beat Madoka, and the reason she let Madoka go out into the storm was because she trusted her so much. She works too hard and needs to drink a little too much, but overall she is a good mother. She loves her daughter and teaches her good values. That is what matters most.

Watch the episode. Junko hit Madoka really hard, and Madoka is so use to getting hit at this point that she barely even reacts to it. She just stares her abusive mother down bravely and refuses to budge. Then she runs off into the night to go be with her girlfriend... Homura... the only woman in her life who ever 'actually' cared for her.

It was a slap in a heated moment. I do not think it has or would have happened in any other situation. I am not saying it is okay to hit your daughter, but given the context it isn't as bad as you say.

When someone is really emotional and does something that maybe isn't the best thing to do, it is important to understand what they are feeling and try to forgive them. Madoka clearly did not hold it against her mother that it happened. You should forgive her, too.

Madoka's non reaction to the slap is very telling of their relationship. Junko is a strong woman who demands respect, and though she is often treated unfairly, Madoka respects the status quo. She has undertaken her mothers abuses in silence over the years, and the fact she is able to take such a slap to the face with no reaction shows that it has happened many many times and she is now numb to the pain.
I think Madoka will always keep up appearances of a good relationship with her mother. Whether to avoid bringing shame to her family name, or because she knows her mother would turn her abuse on Tatsuya instead if she doesn't have Madoka to beat up on. Madoka will bare this burden, and do the best she can to carve out a good existence for herself and those she loves, in spite of the hardships she faces.

Consider this for a moment. You take your daughter to the zoo and she is about to jump into the tiger pen. You can physically stop her, which will hurt her, or you can let her jump in. Is it moral to stop her? Is it moral to hurt somebody if it is to save their life? I would think so. Unless you are a strict adherent of the NAP I think you would agree, no?

Madoka was about to go out into the storm and, what Junko thought at least, get herself killed. Is it okay for her to hurt Madoka if it is to save her life? It is the same as the zoo problem.
