For all we know the big A-listers working on Flip Flappers are doing scenes for the first few episodes. This is how it typically goes on pretty much any anime that prides itself for having top tier animator freelancers working on the project. Hell even the most recent 3Hz anime, DimensionW, had a few great animators as well but they only worked on a few scenes during the first half of the season. Second half was a mess full of QUALITY.

Dimension W was only supposed to have Tokuyuki Matsutake as an animation supervisor but he bailed on the project for whatever reason. It's not a particularly special project. Flip Flappers may not be an insane project like Mob or OPM but the director is bound to have the connections to bring talented folk to help out not to mention Takashi Kojima is one of the main animators.
