No matter how much a character cares about Touma, he has no way to coordinate their efforts to help them. Their allegiance/concern for Touma's welfare is of their own will, not some convoluted "faction membership"

Example: yeah Salome called Accelerator Touma's biggest fan but there's no true bond there. The second Touma gets in Accelerator's way or does something Accelerator doesn't like, his willingness to be on Touma's side is over. Same for other characters. Even Misaka could probably be pushed that far

Touma always had a faction that was uncoordinated and didn't move as one, but they still aligned themselves with Touma and would help when the plot required it. And Accelerator is the biggest tsundere there is for Touma, so what Salome said isn't untrue. Accelerator is more like Shiage who's an ally than someone under his faction. All the heroes in the story have their own faction and/or allies and enemies, so they can't be simplified as being a mere faction member.
