I like Akainu, but his characterization is pretty shallow by far. Nothing beyond utter despise of pirates and being a manipulative/baiting troll.
And Acacia is not even keikaku master, his plan was created thanks to blue nitro. Character-wise, he's a massive asshole, but, funnily, a beliavable one. His character, interactions with others and reaction faces feel really unique and fresh as for a main villain. Even his God comlex is on point.
And it looks like he wasn't an ass from the very beginning, but his insatiable hunger AKA Neo changed his ways. So he's got some character growth at least.
