Not really, you have to consider the context. It's a passion project by Butcher/Nitro+ and their aim was basically to try to gain awareness for a Taiwanese puppet shows. Said puppet shows are also typically pretty low in terms of production budget. So even though Thunderbolt Fantasy would most likely cost more, it still wouldn't be expected to do crazy well sales wise to begin with.

Next, you also need to consider how the pre-order/sales might be doing on the Taiwan side of things, which stalker obviously don't count. In short, it's doing as it's expected, maybe better than expected when the actual sales are out and the results from the Taiwan side of things are taken into account. That is, even if the Japan side of things is abyssal, the Taiwan side of market might push things up.

Lastly, there's always merchandise since it's got GSC partnering with them. If it was some anime series, then yes, it's bad and the next Chaos Dragon, but for what it is, it's doing decent.
