I'm a huge Saberfag, and I don't think this is true.
Rin is also heavily important throughout all F/sn. Hell, she's the only girl who is always Shirou's ally, and probably the one character that manages to get him on his feet when it comes to magic. Also, Rin, as much as Saber, is her own character, with her own set of motivations and history completely independent from the MC.

Sakura would seem less relevant, since she had close to no importance outside of her route. However, F/sn is also about Shirou's personal story, and Sakura and Ilya were very important to explore Shirou's most human side, a role for which neither Saber or Rin could have worked.

It's the same thing with Tsukihime, with the Near Side routes exploring the world of vampires, whilst the Far Side routes told us the story of the Tohno household and fleshed out Shiki.

Sure, Arc and Saber are undoubtedly the faces of their respective franchises, but that doesn't make the other girls irrelevant and even less their routes filler (especially when the meat of both stories are in the routes of the other girls, while the routes of the face girls are just introductory vanilla routes).

However, I haven't read anything from him saying something like that for F/sn, especially when it is well known his favourite couple in that story is Shirou and Sakura (which he has repeated a few times already, in the polls and in some interviews).
