On average, yes. Basically, we have A LOT of animes being made per season nowadays. So, we get many bad ones and a few good ones.
Some years ago, we would have way less shows being made, which means less bad shows, but also means less good shows.
In the end, the average quality of anime has been going down, but we do get more good animes per year.

If Japan ever comes out of their 25 year old recession, I bet the industry will revitalise. There are just too much risk doing something new and exiting to make interesting shows nowadays. Not really. We had a couple amazing years (2010-2012) so now the past three or 4 years seem bad compared to them.
Kyoani puts out something amazing every year though, so I'm perfectly content with the state of anime.

If anything, the anime industry is just stabilizing. Making a few less shows per studio to match BD sales. You can't make 20 shows a year and expect each one to sell well.

Not actually true. There was a sharp decline toward the end of the 00s (as there was for most industries, because of whole global recession thing), but for the last six years it's actually been a period of stability and minor growth.

It's actually anything but. Japan's economy is profoundly interesting because it's not behaving like an economy should behave.

Economies always tend to rise, more in good periods and less in bad ones, but they always tend towards growth. There are periods of slumps or shrinkage but that is always due to some factors stopping or reversing the natural growth, But Japan is fascinating because it's experienced essentially 0 growth over the past 25 or so years which is really really unusual. Other economies have imploded, most famously Zimbabwe but also Brazil, and some economies have slumped but rebounded but Japan's economy is essentially frozen.

approx 1995 - 2005 feels like the golden age of anime, but then again I think those exact same years are the golden age of videogames so I'm probably just a cunt for nostalgia.

Anime has always been very derivative - if you go through the releases of each season from like 1980 onwards, you can see a lot of instances where a notable anime comes out and then for the next half a decade or so, a huge amount of shows are just shameless bad rip-offs.. But it does feel like the problem of a lack of creativity and originality in anime is worse now than it was 20 years ago. Feels like we've got about 5 character archetypes that form the cast of pretty much every show these days, it's unbearable.

I think anime is following the same trend that video games have. At first you have people pouring their heart and soul into it and create really awesome stuff that people love and they get rich. Once business men smell that there's money to be made, they create "the formula" to mass produce large quantities of anime as cost effectively as possible. As quality declines so to do sales. As sales drop they cut back on quality even more. Customer confidence is lost and big businessmen no longer can afford t do business. This gives room for small indie companies to step into the spotlight. However as the big businesses are no longer capable of producing on their own, they rely on consuming smaller businesses to stay alive.

This is the life cycle of entertainment media. I'll let you decide how far along the anime industry is.

Both anime and video games hit their first 'business model' point much earlier than now. You can claim anime hit that in the 1970s and 80s. While games did it right away with Atari and NES, pretty much the same time as anime did.

What we're seeing today is closer to what >>146933067 pointed out. People in the industry pointed out that anime reached a level no one expected it would in the mid 2000s. A bubble if you will. And now its just stabilizing back to realistic values.
