2- Munakata is shady as fuck. In the manga he's willing to make Juzo and himself enter a assassin betting arena to kill despair, and seems willing to use a self proclaimed serial killer for their own interests as long as it benefits then

I kinda doubt 2, after the whole "we had fun times back then" to Juzo in future. Unless he's way more shady than he appears to be and actually wanted everything to go to shit.
