Naruto couldn't control Kurama's Chakra for years and had to train to do so. The fox was literally inside his body since birth.
Kiba has Akamaru but they still have to train to be able to use their techniques.
Sasuke had to train to use the curse seal and his control over lightning.
Chouji doesn't always need his pills.

Tenten uses her own fucking chakra to summon weapons out of her scrolls so if you haven't realised scrolls are basic ninja equipment and most ninja use them. Kibas "drug" had side effects if I remember correctly, also it too uses his own chakra and sets him in some kind of berserc mode or something like that. the foxy grandpa chakra gives him a strength and speed boost (like a soldier pill), but he still needs to make the effort of using jutsu that he trained hard to develop. If he had never stayed up all night learning Shadow Clones and thought to leave one as a decoy while tunneling underground with his fingernails to get the shoryuken on Neji and win, he'd have lost. Kurama was basically no less of legitimate partner to Naruto than Akamaru, except he happenes to be 9000x stronger and lives inside him
