You've already been given your answer, it's so that the target audience can self-insert. That's the reason why in most harem shows (or most romances in general) have the girls come in all sorts of wacky hairstyles while the self-insert male almost always has either black or dark blue hair.

Don't get me wrong, women are supposed to self-insert into anime as well but the hair colour thing is less of an issue for them because chicks can easily colour their hair without an issue. Guys are typically just boring and plain.

It's a signature trait of Japanese comics and cartoons and have been since the early beginning. Characters are usually distinguished instead with different hair styles, hair colors and clothes.
