Overall I would say it's one of the most entertaining anime in existence. That makes it good, I guess. Admittedly R2 is flawed in a few ways, but it's still very very much worth the watch, and the ending makes up for it a thousand times over. It's a shitton of fun and one of my favorite anime of all time. As with everything else popular you will hear the people that don't like it shitting on it. The vocal minority, if you will.

The thing is, not all of those are flaws. Some of them are, but and a few are simply a matter of preference.

Pragmatically speaking, the only potentially important thing they dropped was any explanation for Suzaku's superpower and even that wasn't going to change the overall outcome of the story. Other things were basically optional footnotes.

I'll give you that the China arc was one the weaker ones, but needed to expand Zero's army. I did find the re-introduction redundant for old audiences yet it was still necessary for the new viewers. As for the Black Knights, they were always supposed to be inept compared to their leader so things were taken to their predictable conclusion (albeit a little too quickly, I'll admit).

Turn 21 was a mixed bag with some good scenes and some poor ones. It should probably have been two episodes.

C.C. was an observer and rarely an active participant in events, just someone who would set things in motion. The point was that Lelouch didn't reject C.C. nor blame her for his troubles, even after finding out the truth about everything she was hiding. Kallen played the role of mecha pilot and trying (but failing) to understand Lelouch. In any case, their absence from various episodes was done as part of weakening his stability. If they had been present all the time, things might have turned out quite differently.

That became their greater motivation, but in the beginning Lelouch said he wanted to build a better world for his sister, and Suzaku wanted to change the system from within to build a better Japan. Either way, their motivations were noble, but with any individuals that try to enact national or global change, they get their hands stained in blood and corruption and end up using their prior motivation as a means of redemption.

Reinhard was a perfect fit for shaking off the old aristocracy and expanding the empire. Mariendorf was a better fit for actually consolidating these gains and forming them into something sustainable.
If Reinhard hadn't died so soon, he ought to have devolved some of his powers to skilled and trusted people like her. Failing that, the empire would have fragmented the minute Reinhard died or showed significant weakness.

Whether or not Lelouch actually died his story is still over. If he's dead, well, he's dead. If he is still alive he has to hide and live in reclusion. I don't see how there is a good premise for a hypothetical R3.
